On July 24, 1915, when the S.S. Eastland capsized, Chicago Mayor William Hale Thompson was in attendance (representing Chicago) at the Panama-Pacific International Exposition (February 20, 1915 to December 4 in 1915). in San Francisco. Upon being notified of the disaster, he arranged for a special section of the Overland Limited to return to Chicago.

In the interim, the Acting Mayor, William R. Moorehouse, ordered eight-foot tall wooden panels placed along the Clark Street Bridge and Wells Street Bridge to discourage the curious. A mayoral committee rejected issuing a film permit to allow the public display of the footage taken before and after the disaster.

In 1916, William R. Moorehouse was Chicago's Director of Public Works.
