Philip Maxwell was an American physician and politician. He became was a physician for the U.S. Army and was assigned to Fort Dearborn, as an Assistant Surgeon, until it was abandoned in 1836. He decided to make his home in Chicago after resigning from the service. From 1844 to 1847, he ran a doctor office at the corner of Lake Street and Clark Street.

Dr. Maxwell was an Illinois State Representative from 1849 to 1853 despite, or perhaps because of the fact, that he always enjoyed a joke at anyone's expense. He told a visitor to Chicago one winter that he bathed daily in Lake Michigan, "as long as my weight will break the ice."
