J. McNeil lived on State Street in Elgin and was used as a reference by Lawyer Frank Crosby to J.B. Lane a prominent merchant of Elgin, to ascertain the popular feeling in regard to introducing the electric Street railway on the finest resident Streets of that city.

Crosby was engaged in "selling" the Chicago, Evanston & Southern Railroad Company to Evanston residents. This was a paper railroad. It never existed elsewhere.
