In July 1959, Richard Dooley was the chairperson of the Rogers Park Development Commission. He warned that many frame and stucco homes on Sheridan Road were showing their age. Some had been converted to boarding houses and nursing homes. Business areas were struggling financially, and there was, in his opinion, an overabundance of billboards and dingy store fronts.

To address the problem, he suggested a comprehensive plan, including financial support from the city; designation of Rogers Park as a "conservation area," was hoped to force owners to repair their buildings; and rezoning was expected to allow high rise apartment buildings on Sheridan Road.
