In the introduction to the first (1890) edition, the editors presented this explanation:

The title, "BLUE BOOK," is simply a name given the work on account of its blue cover. It does not refer to blue blood, as many people suppose. Webster's definition of Blue Book is as follows: "BLUE BOOK. A parliamentary publication, so called from its blue paper cover, such being commonly used; also a book containing a list of fashionable addresses" The publisher does not claim the BLUE BOOK to be either a City Directory or an absolutely Elite Directory; neither is it issued as a book for financial business purposes; but, simply, as it claims to be, a list of names of twenty-five thousand of the most prominent householders of Chicago and towns in the vicinity, published in the most convenient form for social purposes.

Starting with the 1895 edition, the Blue Book no longer has a separate section for Rogers Park residents as Rogers Park is completely inside Chicago and is no longer differentiated from Chicago, itself. There is no list of addresses for Rogers Park residents, per se. But, it is possible, with a lot of work, to find various Rogers Parkers by simply digging out whomever you're after.
